Sec. 13-216. - Established; appointment of director of recreation as administrative head; qualifications of director.#
There shall be a department of recreation, the head of which shall be known as the director of recreation, who shall be appointed by the mayor and shall be qualified by special training and experience in the field of recreation.

Sec. 13-217. - Duties of director of recreation.#
The director of recreation shall be the administrative head of the department of recreation who, in addition to other duties fixed by the mayor of the city council, shall prepare in cooperation with the recreation board a fiscal department budget and recreation program for presentation to the mayor, which budget shall set forth necessary funds for the department of recreation.
