(a)
Each mooring located in the coastal waters and harbor areas of the city, once permitted, shall be assigned a number by the harbormaster. The number will be displayed in contrasting color in two places on each mooring buoy float in block numerals at least three inches in height.
(b)
Any mooring not displaying a mooring registration number will be considered a nonpermitted mooring. Nonpermitted moorings, and any vessels attached thereto, will be removed in accordance with the provisions of this article.
