Sec. 11-118. - Certification of payroll prerequisite to issuance of checks.

No officer or employee of the city shall issue a check for payment of or pay any salary or compensation to any person holding or claiming to hold a position in the classified service, unless the mayor shall have first certified that the persons named on the payroll or account of such compensation have been appointed and are employed in accordance with this chapter.
