(a)
The city council shall grant or deny a license to keep pigeons at its first regular meeting in December or as soon thereafter as it deems reasonably practical. In granting or denying such license, the city council shall take into consideration the character of the applicant, his past performance in the keeping and control of pigeons, the effect of such keeping on the health and property of residents of the city, the complaint of neighbors, the number of pigeons intended to be kept, and the sanitary facilities of the coop or loft in which the pigeons are to be kept.
(b)
In no instance shall a license under this division be granted to a person who keeps pigeons in a building also used for living purposes.
(c)
The council shall have the right in granting a license to limit the number of pigeons to be kept, and may deny or revoke a license when it is satisfied that the licensee has not kept or will not keep or control his pigeons in a manner that will prevent damage to the health or property of residents of the city.
