Nothing in this chapter shall be construed to prevent ordinary maintenance or repair of alike kind of any structure or to prevent maintenance or repair not requiring a building permit for an individual within an historic district, or at the premises where a structure of designated historic or architectural value is located; nor shall anything in this chapter be construed to prevent the construction, alteration, repair, moving or demolition of any structure under a permit issued by the building official or directed by a town government entity prior to the original date of passage of this chapter.
