The text

(a)

A commercial cannabis permit issued under this chapter is valid only as to the permittee and approved location, and is therefore nontransferable to other persons, projects or locations, unless a written amendment to an executed development agreement is ultimately approved by city council.

(b)

No commercial cannabis permit may be sold, transferred or assigned by a permittee, or by operation of law, to any other person, persons, or entities, unless a written amendment to an executed development agreement is ultimately approved by city council. Any such sale, transfer, or assignment, or attempted sale, transfer, or assignment shall be deemed to constitute a voluntary surrender of such permit and such permit shall thereafter be null and void, except as set forth in this chapter, or unless a written amendment to an executed development agreement is ultimately approved by city council.
