The text

It is the purpose and intent of this chapter to implement the provisions to provide access to cannabis as authorized by the California Medicinal and Adult-Use Cannabis Regulation and Safety Act ("MAUCRSA" or "Act"), and related laws, regulations, and policies issued by the State of California, while imposing reasonable regulations on commercial activities and the use of land to protect the city's residents, neighborhoods, and businesses from disproportionately negative impacts. As such, it is the purpose and intent of this chapter to regulate the cultivation, manufacturing, testing, distribution, non-storefront retailer-delivery only, and a microbusiness, of medicinal and adult-use cannabis and cannabis products, and the ancillary transportation and delivery of same, as may be amended from time to time by the city, (hereinafter, collectively, "commercial cannabis businesses"), in a responsible manner to protect the health, safety, and welfare of the residents of City of Commerce and to enforce rules and regulations consistent with state law. Notwithstanding the explicitly allowed commercial cannabis businesses under this chapter, it is the further intent of this chapter to explicitly prohibit "retailer-storefronts" as defined within this chapter, (i.e., storefront retailers that are open to the public, and that are commonly known as "dispensaries"). It is the further purpose and intent of this chapter to require all commercial cannabis businesses to first obtain a development agreement, as well as to renew a commercial cannabis permit (hereinafter, "CCP") every five (5) years, to operate within the City of Commerce. Nothing in this chapter is intended to authorize the possession, use, or provision of cannabis for purposes that violate state or federal law. The provisions of this chapter are in addition to any other permits, licenses, approvals, and compliance or regulatory inspections which may be required to conduct business in the city, and are in addition to any permits, licenses, approvals and compliance or regulatory inspections required under the County of Los Angeles, State of California, or other law, rules and regulations.
