No owner, manager, proprietor or other person in charge of any public billiard room shall allow or permit any person under the age of eighteen years to be, remain in, enter or visit such place unless such minor person is accompanied by one of his parents or by his guardian, or such parent or guardian personally presents written consent to the owner, manager, proprietor or other such person in charge. The written consent shall be in the manner and form approved by the license collector.
