For purposes of this chapter, sound trucks shall include any vehicle legally licensed to operate on public streets, alleys, roads or highways pursuant to the California Vehicle Code, which is equipped with sound amplifying equipment, on the inside or outside of the vehicle, and which emits sound intended to convey a message, or draw the attention of any person(s) outside of the vehicle.
