The city and its designee, the sheriff's department and all other departments and agencies and all other city officers, agents and employees, charged with enforcement of state and local laws and codes shall be immune from civil or criminal prosecution for reasonably and in good faith entering upon a massage establishment while acting within the scope of authority, conferred by this chapter.
