The text
No person shall fail or refuse to comply with any lawful order, signal, or direction of a law enforcement officer, or a member of the fire department, or a person authorized as designated in Section 10.08.010 of this title, or by this title, vehicle code, or applicable law, nor shall any person perform any act forbidden by lawful order, signal, or direction.
