10.04.240 - Stop or stopping.

The text
"Stop" when required, means complete cessation of movement.
"Stop" or "stopping," when prohibited, means any cessation of movement of a vehicle, whether occupied or not except when necessary to avoid conflict with other traffic or in compliance with the direction of a law enforcement officer, city official authorized to enforce this title, or official traffic control device or signal.
