THE DEFENDANTS INCLUDE THE OWNER OF THE FACILITY, AETNA LIFE & CASUALTY COMPANY, INC., THE ASBESTOS REMOVAL CONTRACTOR, REED & GREENWOOD INSULATION, INC., AND A HYGIENIST ON THE SITE, SAFETY ENVIRONMENTAL CONTROL, INC., EACH OF WHICH IS NAMED AS AN OWNER OR OPERATOR OF THE RENOVATION OPERATION. THE ALLEGATIONS ARE BASED UPON OBSERVATIONS MADE BY EPA DURING A ROUTINE, JOINT EPA/STATE COMPLIANCE INSPECTION.
