What a yes vote does

End the assessment refund to cotton producers who do not participate in the assessment program for the cotton checkoff, as well as enabled a second act: Senate Bill 256; allowing any authorized commission of cotton producers to petition the State Board of Agriculture and Industries to conduct a referendum on the collection of assessments without any provision for refunds to producers who do not want to participate in the program.
